Evaluation of the programme “Towards the end of child marriages in Serbia”

The evaluation of the UNICEF programme “Towards the end of child marriages in Serbia” (2018-2020) is underway. The main purpose of this evaluation is to determine the extent to which the adopted strategies, approaches and activities applied during the three-year implementation of the programme, laid the foundations for promoting and expanding a comprehensive response to a number of different factors influencing the survival of child marriage in Roma settlements in Serbia.

Research on the status and needs of returnees in Serbia 2021

SeConS Development Initiative Group conducts research on the status and needs of returnees in Serbia with the task to provide a detailed assessment of the needs and socio-economic position of returnees for their better (re)integration into Serbian society and economy.

An online course on social inclusion

SeConS, in collaboration with the Social Inclusion and Poverty Reduction Unit (SIPRU), is currently working on preparing an online course on social inclusion. This course should contribute to a better understanding of different concepts and key issues related to social inclusion and poverty, as well as the impact that these concepts and issues have on the needs and rights of different vulnerable groups

Rapid assessment of child begging in Montenegro

“Rapid Assessment of Child Begging in Montenegro” is conducted within the programme “Measurement, awareness-raising and policy engagement to accelerate action against child labour and forced labour – MAP'16”, implemented by the International Labour Organization (ILO) and funded by the United States Department of Labour.

National Report on Gender Equality Index for Serbia

SeConS is currently working on development of the National Report on Gender Equality Index for Serbia Women and Men, that will give more visibility to areas that need improvement and support policy makers to design more effective gender equality measures. Collection of all the necessary data and calculation of the Gender Equality Index will be done based on indicators agreed with the European Institute for Gender Equality (EIGE) in cooperation with Statistical Office of the Republic of Serbia. National Report on Gender Equality Index will include calculation and analysis of index in six core domains: work, money, knowledge, time, power and health.

Research on trafficking in human beings

In project “Extending the Framework of the Anti-trafficking Response in Serbia” for ASTRA - Anti Trafficking Action, SeConS will implement research on traffiking in human beings.

Strengthening resilience of older persons and persons with disabilities during COVID-19 and future disasters

The project “Strengthening resilience of older persons and persons with disabilities during COVID-19 and future disasters” is a three year initiative in the region of the Western Balkans, coordinated by the Red Cross of Serbia and supported by the European Union, Austrian Development Agency and Austrian Red Cross. Started in late 2020, it connects civil society partners from Western Balkans and large civil society networks representing older persons and persons with disabilities at the level of European Union.

Policy making and analysis

SeConS Development Initiative Group is involved in the Erasmus + public policy making and analysis project, through which interdisciplinary local short-cycle programmes/modules for public policy at universities in Serbia are designed and implemented, including curriculum development, capacity building for universities and other stakeholders in the public, expert and private sectors.

Monitoring of the Social Situation in Serbia MONS

Monitoring social situation in Serbia (MONS) is an online platform, launched jointly by SeConS and FREN, in order to better present results of socioeconomic research and increase its significance an impact on processes of adopting public policies.

Report “COVID crisis and poverty: Monitoring poverty in Serbia in 2021“ presented

According to the latest data from the Statistical Office of Serbia, the at-risk-of-poverty rate in Serbia in 2020 was 21.7%, which is 1.5 percentage points lower than in 2019. Serbia remained in the group of the poorest countries in Europe, along with other Balkan countries. In 2020, the ones most exposed to the risk of poverty were children (under 18 years old) and the unemployed.The Rreport "COVID crisis and poverty: Monitoring poverty in Serbia 2021" showed that income support measures implemented since the outbreak of the pandemic* were inadequate to have an impact on the financial situation of social groups that were most at risk of poverty and that needed help most. Prepared by the SeConS Development Initiative Group with the support of the Open Society Foundation and in accordance with the methodology developed by the European Anti-Poverty Network for advocacy at the national and European levels, this report also showed that the informally employed and the Roma were among the most vulnerable.

New MONS issue: Young people in Serbia and security risks

Young people in Serbia and security risks is the topic of the new issue of MONS (Monitoring of Social Situation in Serbia), which will also feature articles resulting from the research conducted as part of the project “Establishing information system for peer violence prevention – Phase 3”. Funded by the Ministry of Youth and Sports of the Republic of Serbia, the project is implemented by the Association of Citizens “Center for Support to Women”.

A study started as part of the Red Cross of Serbia project on strengthening the resilience of older persons and persons with disabilities during the pandemic and future crises

A study was started as a part of the regional project “Strengthening the resilience of older persons and persons with disabilities during COVID-19 and future crises” implemented by the Red Cross of Serbia together with partners from the region and the European Union, and its findings will serve to formulate recommendations for advancing public policies in this area.One of the Project components deals with long-term care systems, their coordination, funding models, accessibility of services, especially having in mind the experience with the Covid-19 crisis and the functioning of these systems in emergency conditions. In order to implement this component, the SeConS Development Initiative Group and the research agency Smart Plus Research are conducting quantitative research with the beneficiaries of long-term care services.

Successfully completed evaluation “Models with the potential for wide application in Serbia 2016-2020”

SeConS, in collaboration with the Centre for Records and Implementation (Australia), has successfully completed the evaluation of UNICEF’s five models: Family Associate, Occasional Foster Care, School Drop Prevention, Diversionary Measures for Youth in Justice and Social Welfare, and Early Childhood Intervention.The evaluation is based on a comprehensive analysis of programme and planning documentation, joint work with UNICEF teams, qualitative interviews with more than 50 national and local stakeholders (representatives of ministries and government authorities, partner non-governmental organizations, research groups and local partners), and a survey in local communities has also been done.

Announcement of the event: Women in rural areas of Serbia - (in)visible success

Women in rural areas of Serbia - (in)visible success - is the topic of the second Forum for Gender Policies, which is jointly organized by the Women’s Platform for the Development of Serbia and the Friedrich Ebert Foundation, on 15 July from 12h to 18h.The keynote speakers at the forum will be Prof. Dr. Marija Babović (Women’s Platform for the Development of Serbia/SECONS), Ljiljana Gusić (Breathe Life), Jasmina Kostić (Association of Rural Women of Čajetina), Marija Luković Sredić (ethno village Gostoljublje), Marija Blagojević (Women’s Cooperative Kosjerka). The forum will be moderated by Svetlana Stefanović (Women’s Platform for the Development of Serbia/ BFPE).

Training webinar “Towards effective evaluation of sustainable development goals in Serbia” was held

Within the project “Evaluation as a basis for making informed public policies in Serbia”, funded by Eval Partners, the Informal Network of Evaluators of Serbia (INES) and SeConS Development Initiative Group organized a training webinar “Towards effective evaluation of sustainable development goals in Serbia”. The central topic of discussion was the invaluable role of evaluation in achieving the goals of sustainable development, and concrete actions to be taken to improve the capacity to effectively assess the achievement of the goals of sustainable development in Serbia.

Within the ERASMUS + K2 project “Public Policy Making and Analysis” (PPMA), an edition was created whose content covers interdisciplinary knowledge in broad areas - from economic, political, sociological and psychological theory, through the law applied to public administration problems, to management in public administration.
